Japanese pornography laws come out of a time when they were occupied by foreign forces and weren't allowed to set up a ratings bureau (similar to how they 'don't have a military') or ban media, so they 'banned' all pornography nationally by making it illegal to depict; any media showing sexual content had to be censored, but the media was required to be allowed to circulate. Many years later we have thin lines and novelty censors because the freedom to distribute 'censored' pornography is basically enshrined in the constitution as free speech but the government doesn't actually care whether the pornography is censored, so anything which technically follows the letter of the law is allowed. If anything, the important part is the acknowledgement that it needs to be censored and is therefore e.g. restricted for sale to minors.
