i assume they're talking about lupchan.org aka the first s4s spinoff 
it was made way back in 2013 when people thought s4s wasn't going to be a permanent board and was going to be deleted

apparently the admin got tired of the constant CP spam plaguing the smaller imageboards and has disabled posting yesterday and will be deleting the site soon, which is unfortunate...
